Son of the late Julis and Vena Twiddy Biggs. He was a Navy veteran. He was a member of the Masons. He was preceded in death by a half-sister, Antha Smith, and a half-brother, James W. Brite. He was survived one son, Jesse Elbert Biggs, Jr., and two half-sister, Norma Tadlock and Elizabeth Brower. A graveside service was held 3/22/2008 with Masonic rites officiated by The Rev. Jim Cox.
