Oliver was the son of Governor Benedict Arnold and Damaris Westcott. He was married about 1679 to Phebe COOK, the daughter of Capt. Thomas and Thamasin Cook of Portsmouth, Rhode Island. Oliver lived in Jamestown and was Deputy in 1682 and Overseer of the Poor in 1687. His will, dated 10 Sep 1697, was proved 20 Nov 1697 at Jamestown. Following his death, his widow m. (2) Jonathan Marsh and (3) Robert Barker. Children of Oliver and Phebe:

* Damaris, b. 30 Dec 1680, m. (1) John CARY; m. (2) Stephen NORTHUP III; m. (3) Benjamin SHEFFIELD.

* Phebe, b. 30 Dec 1682, m. Benjamin BELCHER.

* Patience, b. 1684

* Mary, b. 1687

* Sarah, b. 1689
