He was the son of Oliver Pickens and Florence Emma Tate Fulmer, and the husband of the late Vivian Elizabeth Talley Fulmer. Together they raised two sons Oliver Randall and Douglas Eric "Opey" Fulmer. He leaves behind his two sons, and daughter-in-law Michelle ( Douglas' wife ), and four grandchildren Audie and Allie ( Oliver's children ) and Brandey and Logan ( Douglas and Michelle's children ).

Note: The name "Opey" was Douglas's grandfather's initials.
