US Congressman. He was admitted to the bar in 1873, commenced law practice in Scranton, Pennsylvania and was solicitor for Lackawanna County, 1879 and 1880. From 1881 to 1884, he was a member of the State House of Representatives and served on the Supreme Court of Pennsylvania in 1886 and 1887. In 1891, he was elected as a Democrat to the Fifty-second Congress, serving until 1893. An unsuccessful candidate for reelection, he resumed law practice until his death.
