Billy Ray Lipsey was born to William Cecil Lipsey and Ethel Graves Lipsey on January 2,1930. Mr. Lipsey was married to Lillie Mae Fuller; they had four children; Billy Gene in 1949, Lillie Lorraine in 1954, Betty Darlene in 1957, and Jimmy Ray in 1959. He served in the U.S. Army as a corporal. He is survived by his wife and all four children and their families which include 10 grandchildren, and so far, 14 great-grandchildren. He passed away Feb. 20, 1989 after a brief illness at age 59.
