Oklahoma Governor. During the Spanish-American War he served as a Captain in Theodore Roosevelt's "Rough Riders" and was cited for bravery at San Juan Hill in 1898. After the war Frantz relocated to Oklahoma. President Roosevelt appointed him postmaster of Enid in 1902 and Osage agent of Pawhuska in 1904. In 1906, he was elected the seventh Governor of the Oklahoma Territory, serving until 1907. After his term he moved to Colorado and engaged in the oil business. He returned to Oklahoma in 1915 and was head of Cosden Oil Company's land division until his death.
