US Congressman. He was admitted to the bar in 1884 and commenced law practice in Elizabethtown, Illinois. From 1888 to 1892, he was State's attorney of Hardin County, served in the State House of Representatives (1893 to 1895) and was a member of the State Senate (1900 to 1904). In 1911, he was elected as a Democrat to the Sixty-second and Sixty-third Congresses, serving until 1915. A unsuccessful candidate for reelection, he resumed the practice of law until his death.
