US Congressman. Born in Wales, he attended public schools in his hometown of Rhandir-Mwyn, Llanfair-ar-y-Bryn Parish, and emigrated to Australia in 1856. In 1862 he moved to the United States, settling in Wilkes-Barre, Pennsylvania. He was Superintendent of the Lehigh & Wilkes-Barre Coal Company from 1865 to 1881, and served on the Wilkes-Barre school board and city council. In 1884 Williams was a member of the Pennsylvania Senate, and he was a Commissioner of the 1893 World's Columbian Exposition in Chicago. In 1896 he was elected to the US House of Representatives as a Republican and served one term, 1897 to 1899. He ran unsuccessfully for reelection in 1898, and then returned to the coal business as Vice President and General Manager of Wilkes-Barre's Red Ash Coal Company.
