Soldier, Physician, and Texas State Official. Steiner graduated from Kenyon College in Ohio. He then attended medical school in Pennsylvania. He joined the United States Army and was appointed as Assistant Surgeon in February 1847. Dr. Steiner came to Texas during the Mexican War with his unit. After the War he was stationed at Fort Graham in Hill County, Texas.

On September 6, 1853 his Commanding Officer, Major Ripley A. Arnold, ordered his arrest In the dispute that followed Dr. Steiner shot Major Arnold in a duel, resulting in Major Arnold's death.

There began a conflict between the military and civil authorities over the incident. The citizens around the post sympathized with Dr. Steiner who was arrested by the sheriff of Hill County where the fort was located. A Lieut. Anderson with a party of soldiers from the fort forcibly took Dr. Steiner from the sheriff's custody. On the way back to the fort a mob of citizens attacked the soldiers and restored Dr. Steiner to the sheriff's custody. Lt. Anderson was also arrested and placed in custody.

A court martial convened in Austin, Texas on April 15, 1854, but as the court did not have Dr. Steiner in custody no trial resulted. In May 1854 Dr. Steiner was surrendered to a Civil Court. He was acquitted in the trial that followed. He was discharged by the United States Army on May 9, 1856.

In 1859 he was appointed Indian Commissioner. From 1861 to 1865 he was the Superintendent of the Texas Insane Asylum (later renamed the Austin State Hospital). In 1866 Dr. Steiner moved to Madison, Wisconsin. He died at Marietta, Georgia and was buried there. His body was later moved to its present location in Oakwood Cemetery in Austin, Texas.

Steiner and Steiner Valley in Hill County, Texas were named after him.

He was married to Laura J. Fisher. He was the son of Captain Henry Steiner and Racheal Murray.

According to a note in the City Cemetery books, the remains of Dr. Josephus Steiner and Henry Steiner were brought from Augusta, Georgia on March 11, 1893 and reinterred.
