Son of Samuel P. Borders and Harriet Ann Waldron of Berrien, Michigan; brother of Lucinda, Liddy, Levi, Emaretta, Isaac, John W., Mariah, Martha and Mary (twins), Samuel C. and Carrie.

In the 1856 Iowa census, the family was living at Kendrick, Greene County, Iowa.

He enlisted in the 39th Iowa Inf., Co. E as a private on August 8, 1862 at the age of 18. Residence was listed at Greene County, Iowa. Harvey was discharged on January 21, 1863 at Davenport, Iowa with a disability. He re-entered the service on February 11, 1864 and died of disease on April 21, 1864. His father, Samuel P. Borders of Missouri filed a pension application as a dependent.
