Jeremiah served as a sergeant in the 208th Regiment, Pennsylvania Volunteer Infantry, Company G (Civil War).

The son of Jacob & Sarah (Seiler) Billow, in 1860 he was a carpenter living in Bloomfield, Perry County, Pennsylvania. He stood 5' 3" tall and had dark hair and blue eyes.

A Civil War veteran, he enlisted and mustered into federal service at Harrisburg April 29, 1861, as a private with Co. D, 2nd Pennsylvania Infantry, and honorably discharged with his company July 24, 1861. He then enlisted in Harrisburg August 5, 1861, mustered into federal service there August 11 as a sergeant with Co. G, 133rd Pennsylvania Infantry, and honorably discharged with his company May 21, 1863. He last enlisted in Harrisburg August 31, 1864, mustered into federal service there September 5 as a private with Co. G, 208th Pennsylvania Infantry, and honorably discharged with his company June 1, 1865.
