Mrs. Welch was born September 28, 1918, in Jasper County, the daughter of Samuel Nelson and Daisie Ann Stiner Galloway. She married Garland Cox in 1956 and he preceded her in death June 3, 1954. She later married Fred Lester Welch in 1956 and he preceded her in death also.
She was a homemaker and member of Willow Street Church of Christ in Effingham.
Survivors include three sons, Bobby Wayne and Delane and Timothy Fred Welch; two sisters, Jessie E. Chestnut and Martha Wellbaum; eight grandchildren; and 11 great-grandchildren.
Preceding her in death were her parents, husbands, a son, and four sisters.
Funeral services were held at Headyville Christian Church with burial in the church cemetery.
Neal Funeral Home was in charge of arrangements.
