Eugene was the son of William Floyd Billips and Louvenia Compton. He married Ruth Ovela Rose, and they were the parents of Carol (German) Lizarralde, Elizabeth (Dave) Hall, Debbie (Ronnie) Faulkner, and Dale Billips. Graveside military rites were conducted by the American Legion Post No. 9.
