Smiley was a 20 year active duty officer with the Rochester Police Department and a veteran of the U.S. Air Force. Predeceased by his father, Cornelius Brooks, Sr. Survived by his wife, Norita "Jeanne" Brooks; son, Aaron (Oneshia) Cooper; granddaughters, Erin and Cymone; mother, Charlene Brooks; brother, Daniel Brooks; sister, Cheryl L. (Douglas) Parson; father-and-mother-in-law, Waldon and Lolita Costner; also survived by brothers-in-law, sisters-in-law, numerous aunts, uncles, cousins, other relatives, and friends.

The family will receive friends on Sunday, 5-8PM at New Life Fellowship, 330 Wellington Ave. where Smiley's life will be remembered and celebrated on Monday at 11AM. Interment, Mt. Hope Cemetery.
