US Congressman. During the Civil War, he served in Company E, 12th Regiment, Illinois Volunteer Infantry and was brevetted a Major in 1865. After the war, he studied law, was admitted to the bar and commenced practice at Clinton, Illinois. In 1895, he was elected as a Republican to the Fifty-fourth and to the four succeeding Congresses, serving until 1905. From 1905 to 1909, he served as Commissioner of Pensions and was a banker realty owner agent. Vespasian Warner Public Library Clinton, Illinois, is named in his honor.
