US Congressman. 26th Governor of Arkansas. A member of the Democratic party. he served in the US House of Representatives from Arkansas's 3rd district for nine consecutive terms, from December 1885 until March 1903, and as Arkansas's governor for two terms from January 1901 until January 1905. The oldest of five children, he attended Soule Business College in New Orleans, Louisiana and graduated with a law degree from Washington and Lee University in Lexington, Virginia. After passing the Arkansas bar in 1873, he established a law practice in Arkansas. He then became involved in local politics and served in the Arkansas House of Representatives from 1877 until 1879. In 1885 he was elected to the the US House of Representatives, succeeding John H. Rogers. In 1903 he did not seek reelection and returned to his law practice. In 1920 he ran for and was elected as Arkansas's governor and was returned for a second term in 1922. During his tenure, the Arkansas Railroad Commission was reestablished, and the Arkansas Corporation Commission was abolished. Following the end of his second term, he was appointed special Chief Justice of the Arkansas Supreme Court.
