Vernon was born to parents Emma Lou (nee Sims) and John Stephen Bay, in Bays Chapel (Grimes County), Texas. He was raised on a farm in Richards, Texas.
He attended Richards schools through tenth grade, and graduated from Galena Park High School, Galena Park, Texas in 1929.
Vernon served in the U.S. Army during WWII, attained rank of sergeant. He was stationed in Abilene, Tx and Fitzsimmons Army Base in Denver, CO, where he was assigned to the Supply Department. After the war, he worked at several jobs, but eventually became an insurance agent for Hardware Mutual for 11 years. He eventually opened an agency with two other agents, and after several years partnership, he branched out and opened his own agency.
