She was born August 31, 1907 in Paulding County, Georgia, daughter of the late James Washington Dobbins and the late Odessa Defreeze Dobbins. She was the oldest living member of Bethel United Methodist Church. She attended Bethel School, Dallas School & A&M College at Macland and Carrollton, GA. She said that her father always told them, "Get a good education. That is something that can't be taken away from you." This thirst for knowledge and her love of children led her to be a teacher in a one-room schoolhouse before her marriage. She taught at the Oak Hill School located about a mile above New Hope. While she taught at Oak Hill, she boarded with Chester and Nannie Harris.
Bessie L. Baggett Elementary School, located on Williams Lake Road, was named after her. J. A. Dobbins Middle School, located on Williams Lake Road was named after her brother, James Arthur Dobbins.
