Son of Jesse Harm Harper and Elizabeth (Betsy) Minton, born in North Carolina. He moved with his family to Gilmer County, GA as a young man. He married Leer Plemons and fathered nine children, all of whom outlived him. When his son Jim's wife died as a result of childbirth complications, he and Leer raised their grandson, Delmer. Their daughter Sarah, known as Sallie, also lived with them after her husband died, and was an additional surrogate mother for Delmer.

Jesse and Betsy were the parents of Mary Ann, William Frank, Lenzy Lafayette, Sarah J., James Weston, Margaret C., Martha E., Nora Adeline, William David (adopted) and Ollie B.
