James Earl Huntley served on the first City Council formed after the City of Jacksonville and Duval County governments merged in 1968. During his 12 years on the Council, he was on every major committee and was Council President in 1973.

He was on the Board of Directors of Baptist Medical Center, the Wolfson Children's Hospital, and the Salvation Army. He was a member of the Riverview Baptist Church where he served as a Deacon for 45 years.

He served in the U.S. Marine Corps during World War II and the Korean War. During the Battle of Iwo Jima, he received a Battlefield Commission. He was awarded numerous military honors including the Silver Star Medal, two Bronze Star Medals, the Purple Heart Medal, the American Defense Medal, the Asia Pacific Medal, the National Defense Service Medal, the World War II Victory Medal, and the Korean Service Medal.
