She was one of fourteen children born to Margaret Jane (Vallely) and James B. Rock, who were (married) immigrants from the townland of Cladybeg, County Armagh, Ireland to the U.S. in 1866, emigrating to Vermont. Two of her sisters died young: Ellen (1878-1880) and Sarah (1886-before 1900).

Julia married (1st) John J. Foye on Jan. 23, 1900 in Vermont. This union produced five children: Elizabeth Rebecca (Foye) Clifford, John Emmett Foye, James Henry Foye, Marion T. (Foye) Bush Beach, Delia M. Foye. At the time of John J. Foye's death on July 18, 1905, Julia was expectant with Delia. Delia was born 1906 and died later that same year.

Julia married (2nd) Albert Merton Whitcomb on Feb. 22, 1908 in Hyde Park, Vermont. Albert had been a widower of his two previous wives, already having several grown children from both those marriages. As well as Albert becoming step-father to Julia's four remaining Foye children, this union produced three children: Hattie Mabel (Whitcomb) Reed Pitts, Albert Everett Whitcomb, and Hazel Isabel (Whitcomb) Werth. Julia was widowed again when Albert M. died on Feb. 20, 1921.

She married (3rd) Harry Benjamin Bowen on August 29, 1921 in Hyde Park, Vermont. This union produced one child: Wayland Gordon Bowen.

Julia is buried in same plot as her first husband, John J. Foye and their infant daughter, Delia M. Foye.
