Kathleen was the second child and eldest daughter of Daniel Joughin Kelly and Asenath Hoskins. She was born on the family farm near Thornhill in southern Manitoba where she grew up and was educated. Her older brother was John Joseph Kelly (Jack) and her younger sisters were Henrietta and Mary. Kathleen, who was known as 'K,' was a brillant student, winning the Governer General's medal. After completing school she took her teacher's training and worked as a teacher near Lenore and later in Holland, Manitoba. She married Grant Frame in December 1929 in Winnipeg and they had two sons: George (b 1933) and Jack (b 1935). The first family home was the Frame homestead near Lenore but they moved to Darlingford for a short time and settled finally in Holland, where Grant ran the garage. When George moved to Winnipeg in the early 1950's to attend the University of Manitoba, Grant & K moved to Winnipeg as well. After Grant's death in 1960, K moved back to Holland where she remained until her death from a heart attack just before Christmas 1963. K was a very organized person and her home was never untidy. She loved to entertain and was very sociable. In addition, she was a wonderful grandmother who, unfortunately, had too short a time on earth in which to enjoy her family, friends and community.
