The son of Jacob & Mary (Shoop) Garver, in 1860 he was a student and farmer living with his family in Greene Township, Franklin County, Pennsylvania. He is in the 1850 census by his middle name and the 1860 census as "M. L."
A Civil War veteran, he enlisted in Gettysburg June 24, 1863, mustered into state service at Harrisburg that same day as a private with Co. A, 26th Pennsylvania Militia, and honorably discharged with his company July 30, 1863.
He married Catherine Barbara "Kate" Hemminger in 1871 and fathered Mary Lydia (b. 11/??/73 - married Charles J. McKenzie), George Jacob (b. 01/25/77), James Luther (b. 02/02/78), and Charles Leroy (b. 12/27/80). During the 1870s, he lived with his family in Mansfield, Richland County, Ohio, but by 1880 resided in Wichita, Sedgwick County, Kansas, where he remained until his death.
