US Congressman. During his educational years he attended the Philadelphia Academy and the College of New Jersey (now Princeton). He studied medicine at Doctor John Morgan's School in Philadelphia and graduated from the University of Pennsylvania in 1769. He moved to Winchester, Frederick County, Virginia and established a medical practice. During the Revolutionary War he served as a medical officer. After the war he went to England for three years to further his medical studies and returned to Carlisle in 1788. His next move was to Mifflin County, Pennsylvania where he practiced medicine for twelve years and was appointed as an associate judge. In 1792 he was elected as a Pro-Administration candidate to the Third Congress, serving from March 4, 1793 to March 3, 1795 and was not a candidate for reelection. He returned to Carlisle and the practice of medicine and was again appointed associate judge of the Cumberland County Court in 1808 and served as such until his death.
