Lucy was the daughter of William "Willie" Burns and Vittura "Vitt" Adkins Burns and the wife of Elisha Scott Plumley, and the sister of Kimble, Elmer, and Marshall Burns, and Hazel Burns Shanholtz. Besides her sister Hazel, she was survived at the time of her death by 5 nieces and 2 nephews, 13 step grandchildren, 15 step great- grandchildren, and 4 step great-great-grandchildren.
