Continental Congressman. He attended Coldenham Academy, New York and was graduated from King's College, later Columbia University in 1768. As a land owner, he engaged as a civil engineer and was a founding member of the Provincial Congress in 1775. During the War of the Revolution he served as Lieutenant Colonel and was mustered out of the service with the rank of Brigadier General for gallant conduct at the siege of Yorktown. He was a delegate to the New York State convention which adopted the Federal Constitution in 1788, served as supervisor of the town of Cortland, a school commissioner, road master, member of the State assembly 1788 to 1790 and in the State senate 1791 to 1793. As a Democrat, he was elected to the Third and to the seven succeeding Congresses, March 4, 1793 to March 3, 1809. After public service he engaged in agricultural pursuits until his death.
