U.S. Congressman. Employed as an agent and train dispatcher for the Pennsylvania Railroad Company (1902-22), he also was a delegate to the Democratic National Convention in 1920 and served as school commissioner at Seaford, Delaware, (1920-1924). In addition, he began a real estate business, formed a business buying produce along the Delmarva Peninsula, plus founded the Allen Petroleum Corporation and the Allen Package Company, in 1926. He was a member of the Delaware State Senate, (1925-29). In 1937, he was elected as a Democrat to the Seventy-fifth Congress, serving until 1939. An unsuccessful candidate for reelection, he resumed his previous business interests until his death at age 63.
