Hill's father (James Ethran Carr) was born in Georgia and mother (Lydia Burlison) in Mississippi. On the 1900 Census, he was listed in Tishomingo County, Mississippi living with his parents. On the 1910 Census, he was listed in Mills, Mississippi living with his parents. He was a Private in the US Army during WWI. On the 1920 Census, he was listed in Morris County, Texas living with his brother Monroe Carr and family. On the 1930 Census, he was listed as a farmer in Morris County, Texas with his wife, daughter Lyddia, and brother Monroe Carr. On the 1940 Census, he was listed as a retail grocery store manager in Caddo Parish, Louisiana with his wife Della and daughter Lyddia. On the 1950 Census, he was listed as managing a grocery store in Daingerfield, Texas with his wife Della and daughter Lyddia. After Della's death, he married Nannie Elizabeth Lawrence in 1969.
