Frank Horsfall was the son of Thomas Marsh Horsfall and Margaret Theodosia Jackson. He was a 1900 graduate of the University of Arkansas where he played football and was a member of Kappa Alpha fraternity. In 1910 he helped found the State Agricultural School (high school) in Monticello, Arkansas. He later became its president and developed it into Arkansas A&M College, now the University of Arkansas at Monticello. On July 9, 1902 he married Margaret Atwood Vaulx in Fayetteville, Arkansas. They had four children: Frank Horsfall, Jr., James Gordon Horsfall, William Robert Horsfall, and Margaret Edith Horsfall.
