Ramón Báez Machado (1858-1929). Medical and provisional president of the Dominican Republic.

He was born on December 24 in Mayaguez, Puerto Rico. Son of former President Buenaventura Baez and Concepción Peralta Machado and in 1869 was sent to France to be educated. He graduated in medicine at the Sorbonne in Paris and thirteen years later he returned to the country first and then to Puerto Rico. He was initially oblivious to politics and devoted himself to practice medicine in both countries, distinguished by his kindness and philanthropy.

He restored the old St. Thomas Aquinas University, of which he was professor and later rector in 1908. In 1914 the U.S. government, led by Woodrow Wilson, imposed a political agreement by which supporters of Horacio Vásquez, among whom were Juan Isidro Jimenes Pereyra and Luis Felipe Vidal, rebels against the president José Bordas Valdez , and even the latter would have to choose a temporary president to organize general elections.

To this was selected Dr. Baez. In late August faced Desiderio Arias, who could not accept him as interim president. To find a solution had to intervene Secretary Bryan, through the American Commissioners who did come around with an ultimatum of obedience to be served or otherwise deal with the U.S. Marines, who would arrest him on charges of exercise Montecristi smuggling activities. Only then accepted Baez Arias as president.

With the American Commissioners, Baez asked an agreement for national elections were conducted in six weeks, with the presence of American observers at polling stations, to witness both the voting process and the counting of the votes.

The government acknowledged the existence of political parties. Jimenista Party nominated Juan Isidro Jimenes, and though Baez did not belong to any party proceeded to form a government composed of his close friends and party members jimenista, which caused discontent among the Horacistas, who threatened an insurrection in Santiago by General Antonio Jorge, representing Arias, Fortaleza San Luis kept busy with his troops.

This time it was Jimenez and Arias who reached an agreement in which the latter undertook to support Jimenez in exchange for a position in the Cabinet of the new government and that he would employ his followers. During the days 25, 26 and 27 October 1914 elections were held in which Juan Isidro Jimenes won by small majority over his opponent Horacio Vazquez.

Baez provisionally served as president of the Republic from August 28 to December 5, 1914. As the president issued a decree on 14 September concerning the allegations that public officials do. It stated that when the true answer would not be considered defamatory or libelous. Also imposed the Habeas Corpus Act, which was recommended by a commission appointed in January 1913.

When he finished his duties as Chairman resumed the same university position, where he remained until 1929. He was alderman and Chairman of the City of Santo Domingo, the Legation Officer and Deputy Honor. He died on March 4 in Santo Domingo at the age of 71.

Ramon's father, Buenaventura Baez, served 5 times as president of the DR. He began his 5th term in 1876 but was deposed by a coup and exiled to Puerto Rico in 1878. He died in 1884 at age 72 and his son later had his remains exhumed and interred in the Catedral Primada de America,
