On March 27, 1954 at the Crosby Memorial Hospital in Picayune, MS God blessed the Mingo family with a quiet angel in the form of another daughter (number two of five). She was to be named Roann Mingo. She was born to the union of Leroy and Adrean (Owens) Mingo. She attended George Washington Carver High School and graduated from the newly integrated Picayune Memorial High School class of 1971. She then went to Pearl River Junior College of Poplarville, MS. While at PRC she met Mr. Willie Lee Hart. Roann joined the St. Matthew MBC at an early age and was baptized by Rev. Jesse James. She was active in the youth department and remained a member until moving to Portland, OR when she joined Willie in holy matrimony on August 12, 1974. To this union later came two beautiful daughters, Stephanie Ann Hart-Coleman and Manerva Jeanette Hart.

Upon moving to her new city, she joined New Hope MBC and later became a member of Fellowship MBC under the leadership of Rev. Johnny Pack, IV where she served on the missionary board. Roann was employed by Coast Transportation and Peerless Pacific Co. where she served as a bookkeeper for over 20 years.
