Sergeant Mangrum was a member of Company G, 2nd Battalion, 5th Calvary Division. He was seriously wounded by the enemy in South Korea on September 12, 1950 and returned to duty on October 20, 1950. He was listed Missing in Action while fighting the enemy in North Korea on November 28, 1950 on the Chongchon River. He was presumed dead on December 31, 1953.

During Operation Glory, thousands of remains were exchanged with Korea and these reamains are in the process of being identified through DNA. Currently, Billy's name is on the Memorial at the Punch Bowel in Hawaii for the MIA's.

He was awarded the following:

-Good conduct Medal
-Purple Heart with First Oak Leaf Cluster
-Combat Infantryman Badge
-National Defense Service Medal
-Korean Service Medal with 2 Bronze Service Stars
-United Nations Service Medal
-Republic of Korea Presidential Unit CitationSgt in the Korean War.
