Second Lieutenant Barber was a member of the 38th Infantry Regiment, 2nd Infantry Division. He was Killed in Action while fighting the enemy in North Korea on December 25, 1951.

Observing one of his men fall wounded on exposed terrain, Lieutenant Barber raced through the enemy fire and carried the man to cover and then moved to the forefront of his troops to continue directing an attack. The attack bogged down and he withdrew his team. After leading his men to safety, Lieutenant Barber voluntarily returned to the fire-swept area to assure himself that all of his men had fallen back. He was killed by artillery.
