The son of Isaac Newton and Louisa Carney Perrin, C.C. was born near Paradise Church in Lamar County, Texas. He moved to Celeste, Texas in Hunt County sometime before 1887. He started one of the first schools in Celeste in 1887 called the Perrin School. He was called Professor Perrin for the rest of his life. C.C. married Ella Braly May 14, 1890 in Hunt County, Texas. They had no children.
