Daughter of John W. Boutchard and Mae Boutchard.

Married: George William Blanchard, Sr.

Frances was a native of Newport News; she died at age 75 on Monday, December 9, 1991. Was a member of First United Methodist Church and past president of Newport News Women's Club.

Frances is survived by two sons, a sister, two brothers and a grandchild.

Visitation at the residence.
Funeral: Thursday, December 12 at 2PM, Peninsula Funeral Home by Dr. Michael H. Browder.
