Donna was the daughter of Gordon and Lida Hamlin Grover of Oxford. She grew up in and attended elementary school in Otisfield, graduated from South Paris High School and attended the University of Maine in Augusta. She owned and operated a boarding home, "Pine Haven" in Oxford for 20 years, providing a home to people with developmental disabilities.
