Charles was the son of William A Groover and Julia Francis Mikell Groover of Bulloch Co GA. He lived most of his life in Statesboro and Savannah GA but eventually moved to Augusta GA after 1940. He married Edna Deloach who died in 1956. They had at least seven children.
