Charles was the 10th child of 16 of David Tharp and Ellenor Tracy. He was raised on a farm in Licking County, Ohio. He and his family moved to Fulton County, Illinois, where in 1858 he married Catherine Couch. Her parents were Shepherd Couch and Elizabeth Duff.

In 1864 Charles, Catherine, and their two children (Mary Ann and Sarah) joined his brother Benjamin's family in traveling the Oregon Trail. They farmed in Benton County and then Polk County, Oregon. They had three sons (Henry, James, and Willis) and one daughter (Cora Bell). Then Charles and Catherine divorced in 1879.

In about 1881 Charles married Amanda Wolcott. They lived in Polk County and had five children (Claude, Maud, Clair, Bertha, and Roscoe).

Charles died at age 72. His death certificate said he was buried at the IOOF Cemetery (now Hilltop) in Independence, but the cemetery office has no record of his burial.
