Jacob Fisher was the son of German born parents, John George & Elizabeth (Roenbaugh) Fisher. Jacob, himself, was born in Bucyrus Township, Crawford County, Ohio. A family Bible thought to have been first owned by Jacob's daughter, Henrietta, says that Jacob was born "Apr. 10, 1842 or 3". His 1900 census record says Apr 1842, his gravestone bears the year 1843, and his census records from when he was a minor, don't resolve the matter. Before the census of 1850, his family had moved from Ohio to Lake County, Indiana where his father was a farmer.

During the Civil War, Jacob served with Company E of the Thirty-fourth Ohio Infantry. The company was organized by Captain John W. Shaw in Bucyrus, Ohio in July of 1961 and served through 1964 in Virginia and West Virginia.

Upon returning from the War, Jacob sought his livelihood in Porter County, Indiana where he met Henrietta Comer. They married on Christmas Day in 1866 and settled on a farm in Washington Township. They had seven children. Around 1910 or 1911, they moved into Valparaiso. Jacob was a member of the Chaplain Brown post of the G. A. R. and had been installed as commander the month before he died. He had been out to his cutting woods and was on his way home with a load when he died unexpectedly as he had been in good health.

Excerpt from Porter County Vidette, Valparaiso, IN, dated Wed., Feb. 23, 1916, p. 1:
"Funeral of Jacob Fisher Taxes Church Capacity
"Relatives, friends, Grand Army men, the Women's Relief Corps, the Ladies' Auxilary, and the Sons of Veterans turned out to the funeral of Jacob Fisher yesterday afternoon at the Christian church until the building was overflowing. Floral tributes were brought in abundance."
