Isaac was one of eleven children born to Joseph Howell, Jr. and Margaret Eleanor Garmon. He married Margaret Tucker, daughter of George and Elizabeth (Leverette) Tucker, in Cabarrus County, North Carolina, on 4 November 1805.
It is unsure exactly when the family moved from Cabarrus County to the Atlanta area. They appear in the 1820 U. S. Census for Cabarrus County and the 1830 U. S. Census for Campbell County, Georgia. Isaac, his brother Evan Howell (Memorial #57824037), and their father Joseph Howell moved to the area together. While Evan and family settled in Gwinnett County, Isaac and Joseph settled in Campbell (now Cobb) County. Isaac and Joseph both won land in the 1827 and 1832 Georgia Land Lotteries. One Georgia relative mentioned that at one time Isaac owned most of the land along the river, including the land where Six Flags Over America theme park is now located.
Isaac was the co-owner and operator of the Howell-Greene Ferry, one of the 200 ferries that crossed the Chattahoochee River into Atlanta. The ferry apparently crossed the river just north of where I-20 is today. Mr. Greene's former land sits on the Fulton County side of the river and is currently an industrial area. The Greene family cemetery sits about equa-distant from the river directly across from the Howell Cemetery. The Greene Cemetery is listed on Find A Grave. So far, there are seven documented graves listed. Currently, that cemetery is in rough shape.
According to the grave marker, Isaac was a member of the Methodist Episcopal Church from about 1843 until his death.
