Lieutenant Junior Grade John Richards Babcock was born on February 10, 1944 and was an Unrestricted Line Officer (Pilot) with 3 years of service in the U.S. Navy, arriving in Vietnam waters assigned to Attack Squadron 196 (VA-196), Carrier Air Wing 14 (CVW-14), USS Constellation (CVA-64), Task Force 77 (TF-77), 7th Fleet.

On December 18, 1968 LTJG John Babcock (Pilot) and LT Gary Meyer (Bombardier/Navigator) launched in their A-6A Intruder (BUNO 154150) from the USS. Constellation on a daylight Steel Tiger strike on a road just within Laos, about 15 miles southeast of the A Shau Valley. Four aircraft were working on the target under the control of a USAF FAC aircraft. LT Babcock's aircraft (call sign Milestone 405) was rolling in on the target at 10,000 feet when it suddenly became enveloped in flames and dived into the ground. No ejection or parachutes were seen and it was assumed that the crew had died in the crash. The loss of the aircraft was put down to either anti-aircraft fire or the premature detonation of its own bombs. LTJG John Babcock was listed as Killed in Action. On February 29, 1969 the body of LTJG John Babcock was returned to United States Soil.
