Franklin was the son of Lawrence and Blanche Kilham Coulter. He got his name because his father was a big FDR supporter. He attended Boonsboro High School. He was very sick for awhile before he died.
Franklin was survived by his father and sisters Joan Best and Sharon Coulter, as well as many aunts, uncles and cousins. He was predeceased by his mother in April 1952 and two baby sisters, Gloria in 1942 and Ann in April 1952.
