Anna was the oldest daughter of Richard Chaffer (b. 19 Aug 1837 or 1838 in Appleby, Lincolnshire, England; d. 23 Oct 1877 in Nevada City, Nevada County, California) AND Margaret A. Moore (b. England or Louisiana, of English parents).

Richard Chaffer was the son of Thomas Chaffer and his wife, Elizabeth Ellen. They immigrated to the U.S., by way of New Orleans, in 1850.

Anna's parents met during the occupation of New Orleans, when her father was serving in the Union Army during the Civil War. A family story says Margaret ran away from her family to marry Richard, taking her "nannie" with them to Illinois. They were married in Alton, Illinois, in Sept of 1863.

By the time of the 1870 census, Richard had relocated his family to Grass Valley, California, leaving his siblings behind in Illinois. In California, Richard worked as a machinist. After his death in 1877, his wife, Margaret, supported her family by working as a private nurse.

Anna married George B. Eldred in 1889 in Sacramento, California.
