He was the son of William Manles A Troutman and Ida Jane Wensil of Rockwell, North Carolina. His siblings were Raymond George, Margie L, Mary M, Nannie, Ernest Clinton, and Clarence E Troutman. He was married to Earniebell Troutman.
He entered the US Navy 29 May 1944 and was deployed 1 December 1944. He was killed in action in the Pacific Theatre of Operations. He was awarded the Asiatic-Pacific Medal and the Purple Heart.
